The Office of Human Affairs Children's Services Division operates the following programs:

Four-Year-Old Initiative Program provides comprehensive services, including but not limited to social services, health services, nutrition services, transportation services and education services. The children learn through the Doors to Discovery Curriculum and the Virginia Standards of Learning (SOLs) with the emphasis on the following skills: fine motor, gross motor, language, cognitive, reading readiness, math readiness, visual-perceptual, socialization and science.
The Sugar Kaine Child Care Center is the newest addition to the Four-Year-Old Initiative Program and serves eighteen preschool children (four years of age) by also providing comprehensive services in the areas of education, health, nutrition and social services.
Program staff consists of one teacher, one teacher aide, one part-time food services worker and one part-time family services worker. The class will operate five days per week, Monday through Friday, out of Six Mount Zion Baptist Temple, 3100 Butternut Drive, Hampton, VA 23666; Phone (757) 896-6050. Operational hours are from 9:15 AM until 4:00 PM for the children and from 8:30 PM until 4:00 PM for the staff.
The Program, which is a 12-month program, serves 108 children residing in Hampton, Virginia and operates Monday through Friday from 9:15 AM to 4:00 PM for the children and from 8:30 AM to 4:00 PM for the staff out of the following sites:

Project Discovery, an educational outreach program, operates year-round and is designed to encourage middle and high school students to prepare early for life after high school. Project Discovery prepares students for college via weekly workshops, community service projects, culturally enriching activities and college visits.
The students attend workshops on Financial Aid, College Admissions, SAT Preparation, Self-Esteem, Career Exploration, Resume Writing, School Violence, Life Planning/Goal Setting, Study Skills, Test Taking, Budgeting, Anger Management, Conflict Resolution, Critical Thinking and on How To Choose A College.
Project Discovery serves 182 students between the ages of 12 and 18 at the following locations:

Reading for Jobs provides tutoring/guidance/counseling services to at-risk middle school students in Hampton and Newport News, Virginia. The tutors provide services to children two to three times a week in small groups. The funding is provided through the US Department of Juvenile Justice and Delinquency Prevention. Reading for Jobs services 21 middle school students between the ages of 11 and 15 at the following locations:
