Peninsula Community Development Corporation (PCDC)
Peninsula Community Development Corporation (PCDC) is a private, nonprofit housing organization created by the Office of Human Affairs. Our mission is to provide successful community-based, affordable housing solutions. PCDC helps low and moderate income families become first-time homeowners by building and rehabilitating quality affordable and energy efficient houses in their neighborhood. We believe homeownership is the key to rebuilding communities. That is why we build new homes or rehabilitate existing houses for resale to qualified first-time homebuyers; linking fragile neighborhoods with resources they need to rebuild. Some advantages of rebuilding communities include removing crime opportunities by eliminating unsafe and vacant houses, improving neighborhood stability by increasing owner residency, and encouraging long-term private capital investment in neighborhoods that need it the most. PCDC addresses the area’s affordable housing needs through three programs: The “Homes You Can Afford” Revitalization Program for first-time homebuyers, a Comprehensive Counseling Program, and a homebuyers club, HomeOwner GOLD.

“Homes You Can Afford” Revitalization Program for First–Time HomebuyersThe “Homes You Can Afford” Revitalization Program provides permanent, affordable housing opportunities for low to moderate income families who are prepared for homeownership. The program provides homebuyers with extensive homeownership counseling and below market financing, which is provided through strong partnerships with public and private organizations. Our program offers a homebuyer low interest rate-fixed permanent financing, down payment and closing cost assistance, and step-by-step homeownership training. Eligibility Requirements -To be eligible for this program you must: -Be within HUD established income guidelines -Be able to qualify for a mortgage -Live in the house you purchase for 5-10 years
Comprehensive Counseling ProgramThis program provides housing counseling services to potential first-time homebuyers by helping the buyer understand the home buying process. The counseling program assists all eligible persons regardless of previous living conditions. As a HUD approved housing counseling agency, the counseling program enables people to make prudent and responsible use of resources by helping eligible renters including public housing and Section 8 participants locate and qualify for affordable housing. The program also provides services that prevent current homeowners from foreclosure and evictions. All counseling services are free of charge. Homebuyers Club —“HomeOwner GOLD” HomeOwner GOLD, is PCDC’s elite homebuyers club. The club was established to help Newport News and Hampton residents with credit issues learn how to gain control of their personal finances and get on the path to homeownership. HomeOwner GOLD provides support to assist club members in becoming eligible for homeownership through education, counseling, peer support, and goal setting.
